Norm Hess, MSA, CPH, is a seasoned public health executive with more than 25 years of experience advancing collaborative solutions at the local, state, and national levels. Throughout his career, he has helped public, nonprofit, healthcare, and community organizations strengthen partnerships, align efforts, and improve health and community outcomes.

Norm currently serves as Executive Director of the Michigan Association for Local Public Health (MALPH), where he leads statewide initiatives focused on public health modernization, cross-sector partnerships, public policy, workforce development, communications, and systems improvement.

Prior to joining MALPH, Norm held leadership positions with the Michigan Public Health Institute and the March of Dimes, helping communities, health systems, government agencies, and nonprofit organizations develop sustainable strategies to improve health and wellbeing. His experience includes strategic planning, community engagement, program implementation, legislative advocacy, organizational capacity building, and facilitating complex multi-sector collaborations.

Known for helping diverse partners identify shared goals and move from vision to action, Norm emphasizes relationship-building, thoughtful facilitation, and practical problem-solving.

Through New Norm Consulting, LLC, Norm provides consulting services focused on partnership development, strategic alignment, organizational effectiveness, and community impact.

Norm holds degrees from Eastern Michigan University and Central Michigan University, is Certified in Public Health (CPH), and is currently pursuing a Ph.D. in International Public Health.
